Speaker Bio

Noé Saenz

Noé Saenz is the Program Management Organization Leader at Burns & McDonnell, based in Houston, where he helps capital project owners develop and manage complex engineering and construction programs. With 26 years of experience, he has worked across multiple sectors, including power generation and transmission, oil & gas, chemicals, and industrial manufacturing, primarily in the U.S., Canada, and Mexico. 

He currently serves as Chairman (2025) of the Construction Industry Institute (CII) at the University of Texas-Austin and is a board member of the Construction Engineering Program at the University of Houston. Additionally, he is a Guest Lecturer in the Construction Management Program at Arizona State University. 

Noé is also the author of Design & Build Your Future (May 2023), a guide for high school and college students exploring careers in construction and the diverse professional opportunities in the industry.

The Construction Owner Checklist for Project Success 

Description of Presentation

As energy, industrial, and infrastructure owners embark on large-scale capital construction initiatives, they rely on their PMOs and key organizational functions to ensure successful project delivery. However, many owners find themselves unprepared—lacking the necessary structure, expertise, and tools to manage complex or mega projects effectively. Since large-scale construction is not their core business, they often face organizational and operational gaps that become evident too late in the process. 

Research consistently highlights poor communication—particularly at the organizational level—as the primary reason for project failures. Misalignment often starts with the project owner, whose decisions (or lack thereof) create a domino effect, disrupting the entire capital project lifecycle and affecting all stakeholders involved. Addressing these gaps early is critical to ensuring successful project execution and minimizing costly setbacks.
